Medicaid Managed Care and Health Care Reform
Background
Comprehensive reform of the U.S. health care system has been brought up at various times by Congress during which discussions almost invariably focus on the uninsured and expansion of health insurance coverage. In 2010 the United States made progress toward both with the Patient Protection and Affordable Care Act (ACA) which became law on March 23, 2010. While the ACA created new programs like the health insurance exchanges, it also made important changes to improve the Medicaid and CHIP programs that currently serve nearly 50 million Americans. This legislation will improve and protect Medicaid and CHIP and will expand this program to more than 16 million currently uninsured Americans.
ACAP Position and Legislative Action
During the health care reform debates, ACAP supported the movement toward universal and continuous health coverage that provides coordinated systems of accessible, high-quality health care for all individuals, regardless of socioeconomic status, race and ethnicity, individual or family health status, or employment status. ACAP served a policy incubator, a sounding board for Congressional and White House analysts as well as an industry leader in advocacy on issues of crucial importance to Medicaid and Medicaid managed care. As a result many positive elements came our an expansion of the Medicaid program to 133% FPL, an equalization of the Medicaid drug rebate the managed care plans, and a reauthorization of the Medicare Advantage SNP program.
