ACAP Statement on Medicare Advantage Star Rating Recalculations

ACAP STATEMENT ON MEDICARE ADVANTAGE STAR RATING RECALCULATIONS 

WASHINGTON— Margaret A. Murray, Chief Executive Officer of the Association for Community Affiliated Plans (ACAP), issued the following statement on the Centers for Medicare & Medicaid Services’ (CMS) announcement regarding recalculating the 2024 Star Ratings for Medicare Advantage plans for 2025 Quality Bonus Payments. 

“We’re pleased that CMS has taken this step. The implementation of the Tukey outlier deletion methodology led to lower Star Ratings for some Dual-eligible Special Needs Plans, which adversely affected their ability to best serve their enrollees and reduce disparities in care. 

“ACAP was among the first to raise concerns with the outlier methodology 18 months ago; its disproportionate effect on D-SNPs was a red flag that something was amiss.  

“Accordingly, we’re glad that the 2024 Star Ratings are being revised. But the underlying methodology requires a more lasting fix.  We look forward to continuing our advocacy on this issue, and stand ready to work with CMS to assure more accurate, more equitable Star Rating measurements in the years to come.”
