Report Highlights Plan Initiatives to Address Medicaid Unwinding

REPORT HIGHLIGHTS SAFETY NET HEALTH PLANS’ INITIATIVES TO ADDRESS THE MEDICAID UNWINDING

WASHINGTON—A new report from the Association for Community Affiliated Plans (ACAP) highlights the innovative approaches taken by Safety Net Health Plans across the nation to maintain enrollee engagement, ensure continuity of care, and minimize coverage losses amidst the complex challenges of the Medicaid Unwinding.

The report, Helping People Stay Covered: Safety Net Health Plan Initiatives to Address the Unwinding, details the unique experiences of ACAP-member plans as they navigated the passage of the Consolidated Appropriations Act of 2023, which required states to restart Medicaid redeterminations for the first time in three years.

The report highlights specific plan initiatives, including outreach performed by Gold Coast Health Plan, which provided its community with information about redeterminations through digital ads, billboards, and transit shelter flyers. It also features the efforts of iCircle Care of New York, which leveraged the ability to report enrollee address updates to the state and partnered with providers to assist its members in completing renewals.

“Amid the risk of widespread coverage loss for enrollees once COVID-era continuous eligibility ended, our Safety Net Health Plans stepped up to support their communities and ensure eligible people retained the health coverage they rely on and deserve,” said ACAP CEO Margaret A. Murray. “From collaborating with local authorities, partnering with other health plans, and leveraging longstanding relationships with community organizations, ACAP-member plans exemplified what it means to have people at the forefront of all that we do.”

The efforts of ACAP-members AlohaCare, CalOptima Health, CareOregon, Nascentia Health, and Neighborhood Health Plan of Rhode Island are also included in the report, as is ACAP’s multi-state, multi-media public awareness effort, StayCovered, which directed more than 133,000 families to resources aimed at keeping their health coverage intact.

To date, more than 23 million people have been disenrolled from Medicaid, with 7 in 10 experiencing loss owing to procedural or paperwork issues. To read the report in full, visit www.communityplans.net.
