2024 Edition of “The Medicaid Voter” Highlights the Enduring Popularity of Medicaid, Significance in Recent Elections Around the U.S.

WASHINGTON—A new report from the Association for Community Affiliated Plans (ACAP) highlights the status of Medicaid in a post-pandemic America and its place as an issue of concern for the electorate.
The 2024 edition of “The Medicaid Voter,” ACAP’s fourth iteration of the white paper, traces the bipartisan roots of Medicaid and the Children’s Health Insurance Program (CHIP), quantifies the impact of Medicaid and CHIP by state and by Congressional District, highlights past and current bipartisan support for the program, and recounts the Medicaid’s political salience in recent state elections.
The report also underscores the impact of Medicaid coverage losses as a result of the unwinding and shares the benefits of the safety net program for millions of Americans and their local communities.
“Thanks to the Affordable Care Act, the rates of uninsurance have dipped to historic lows. Even as the COVID-era continuous eligibility provisions in Medicaid and CHIP have unwound, health coverage is a far less contentious issue than in years past,” said ACAP CEO Margaret A. Murray. “Perhaps it’s because Medicaid expansion works–and most importantly, people see that Medicaid expansion works.”
Using data from Centers for Medicare & Medicaid Services (CMS) and the United States Census Bureau, the study estimates the number of persons by state and Congressional district enrolled in Medicaid and CHIP, as well as the estimated number of Americans in each state and Congressional District who have benefited from Medicaid expansion under the Affordable Care Act.
