ACAP-MEMBER SAFETY NET HEALTH PLANS POST BANNER YEAR IN HEALTH PLAN RATINGS FROM NCQA
WASHINGTON—In a recent report issued by the National Committee for Quality Assurance (NCQA), a record number of Safety Net Health Plan members of the Association for Community Affiliated Plans (ACAP) earned ratings of 4 or higher out of 5 in NCQA’s 2026 Medicaid Health Plan Ratings, a national ranking of health plans based on publicly-reported metrics of clinical quality and member experience.
NCQA, an independent organization dedicated to improving quality and value in health care, oversees the Healthcare Effectiveness Data and Information Set (HEDIS), the most widely-used set of performance measures in the health care industry.
Fallon Community Health Plan of Massachusetts earned a rating of 5 out of 5 – one of only five Medicaid plans nationwide to achieve this rating.
Among the plans earning a rating of 4.5 of 5:
AmeriHealth Caritas Health Plan (Pa.) (D-SNP)
Contra Costa Health Plan (Calif.)
Health Plan of San Mateo (Calif.)
Neighborhood Health Plan of Rhode Island
San Francisco Health Plan (Calif.)
UPMC for You (Pa.)
WellSense Health Plan (Mass.)

Alameda Alliance for Health (Calif.)
AmeriHealth Caritas New Hampshire
AmeriHealth Caritas Pennsylvania

“This achievement shows what our Safety Net Health Plans are capable of — and shows the added value these high-performing plans bring to their states,” said ACAP CEO Margaret A. Murray. “They have never stopped innovating to improve chare for their members, to tackle the chronic conditions that drive up health costs and drive down health outcomes, and to address underlying drivers of health, such as education, housing and employment, that make a real difference in their members’ health.”
NCQA’s Health Insurance Plan Ratings are based upon data reported by health plans through the Healthcare Effectiveness Data and Information Set (HEDIS®) and the Consumer Assessment of Health Plans and Systems (CAHPS®) measures of member experience. The ratings also credit plans that hold accreditation through NCQA.
