ACAP Launches Fund to Drive Innovation in Medicaid Managed Care
WASHINGTON — The Association for Community Affiliated Plans (ACAP) today announced the launch of the ACAP Innovation Fund in partnership with Innovation Fund Management, a strategic investment initiative designed to accelerate innovation and improve healthcare outcomes for millions of Americans served by Safety Net Health Plans.
The ACAP Innovation Fund represents a transformative approach to leveraging venture capital as a strategic innovation tool for not-for-profit Safety Net Health Plans, which serve more than 30 million enrollees through Medicaid, Medicare, Marketplaces, and other public health coverage programs.
“This Fund is a new venue for ACAP-member plans to work together to pursue innovative projects collaboratively,” said Margaret A. Murray, CEO of ACAP. “By combining strategic investment with our members’ deep expertise in serving vulnerable populations, the Fund positions our members to not only identify innovative solutions but to help build and scale the companies creating them.”
“What makes this partnership compelling is the ability to pair strategic capital with plans that operate close to communities, providers, and public-sector stakeholders,” said Anna Haghgooie, Managing Member, Innovation Fund Management. “That proximity creates a strong environment for piloting innovation thoughtfully, while building clear pathways to scale through broader partnerships and the capital markets.”
The ACAP Innovation Fund is designed to achieve four key objectives:
- Creating an Ecosystem of Innovation: The Fund nurtures deeper partnerships among ACAP plans to explore emerging healthcare trends, maintain focus on return on investment, and build a collective reputation for driving progress on systemic issues affecting underserved communities.
- Building Targeted Vendor Solutions. By responding to market needs with speed through strategic sourcing, co-investment, and new company formation, the Fund will support vendors dedicated to serving Safety Net Health Plan needs.
- Gathering Market Intelligence: The venture fund’s sourcing efforts will help ACAP plans gain valuable insight into healthcare trends, deal flow, and access to early-stage companies and entrepreneurs that innovate in areas critical to safety net populations.
- Generating Financial Returns: The Fund employs an intentional, diversified investment strategy designed to achieve portfolio effects across risk and return.
The ACAP Innovation Fund marks a significant evolution in how nonprofit Safety Net Health Plans approach innovation, taking a role as active investors and collaborators in developing next-generation healthcare solutions.
