ACAP Comment Letter on Draft Principles for Alternative Payment Models (APMs)
On October 18, ACAP submitted its comment letter to Catalyst for Payment Reform on the Principles for Alternative Payment Models (APMs).
In the letter, ACAP shared that our member health plans are committed to enhancing quality in health care, health equity, and improving patient outcomes. ACAP recognizes the valuable work of Catalyst for Payment Reform to develop these draft Principles for APMs (“principles”) and agrees with the goal of aligning economic incentives with better patient care delivery and management. Member plans voiced two overarching areas of concern with the principles as currently drafted.
These areas include:
- ACAP plans are unclear on the vision of how accreditation for APMs would be applied.
- Some of the principles are too granular to be actual “principles.”
