ACAP Joins Comment Letter on Value-Based Insurance Design (VBID) Solutions

On March 14, ACAP joined the Special Needs Plan Alliance, Alliance of Community Health Plans (ACHP) and the National MLTSS Health Plan Association in sending comments to CMS regarding its Value-Based Insurance Design (VBID) model.

The letter requests that CMS issue bid guidance starting with 2026 bids that would allow Medicare Advantage (MA) plans to offer a broader set of supplemental benefits, primarily and non-primarily health-related to MA beneficiaries eligible for the Low-Income Subsidy (LIS) program.

The letter also underscores the importance of benefit flexibility for several key reasons:

  • Easing Financial Strain for Beneficiaries
  • Preventing Unnecessary Health Complications
  • Managing Chronic Conditions
