ACAP Policy Brief: Special Supplemental Benefits for the Chronically Ill (SSBCI)
Through supplemental benefits, Dual-Eligible Special Needs Plans (D-SNPs) can offer their dually eligible enrollees access to services that are not covered under traditional Medicare, such as dental, vision, and hearing benefits, and over-the-counter medications. D-SNPs can also offer their enrollees access to non-medical services through supplemental benefits, such as non-medical food benefits, non-medical transportation services, and housing supports. The opportunity for dually eligible beneficiaries to receive access to these extra medical and non-medical benefits through D-SNPs, in addition to coordination of their Medicare and Medicaid services, is a strength of the D-SNP program.
To better understand the current supplemental benefit landscape for dually eligible beneficiaries, ACAP analyzed its members’ supplemental benefit offerings for calendar year 2023. ACAP also surveyed D-SNP members on a range of issues related to supplemental benefits, including benefit standardization and market dynamics.
