ACAP Value-Based Planning Collaborative: Summary of 2017-2018 Acute Care Track
In 2017, ACAP member plans expressed an interest in a shared learning opportunity to discuss VBP-related topics. ACAP contracted with Bailit Health to develop and facilitate a six-month Planning Collaborative (Collaborative) so that plans could share experiences designing and implementing VBP models and learn from one another. Bailit Health worked previously with ACAP on the 2015 Bundled Payment Collaborative and the 2016 VBP Webinar Series, which culminated in production and release of ACAP’s VBP Toolkit. Launching in August 2017, the Collaborative was structured as a series of webinars designed to facilitate peer-to-peer learning through interactive discussions, use of the VBP toolkit, related resources, and consultative advice.
The webinars focused on acute care and LTSS VBP topics separately. This summary provides a high-level overview of the Acute Care track of the Collaborative involving 20 member plans from 12 states. The attachment includes “thought-starter” questions plans may wish to consider as they begin to develop VBP models for acute care services and additional resources.
The Collaborative was informed by a survey through which ACAP member plans expressed their interest in participating and identified specific VBP topics of interest. In addition to the survey, the VBP Toolkit was used to guide development of pre-webinar questions and content for the discussions among participating plans. Table 1 provides an overview of the topics that were discussed and addressed in the Acute Care track. Presentations and recordings of each webinar are available on the ACAP website for members only.
